Steps:
1. Pull permit and schedule POCO disconnect

3. LOTO — apply lockout to main breaker; tag all branch circuits

5. Remove old panel — photograph all wiring before disconnecting; label each circuit
Photograph the existing panel interior before disconnecting a single wire. Label each circuit wire with its breaker position using tape labels or a label maker. Do not cut any wire until it is labeled and photographed.
→ If any wire is unlabeled or has unclear origin: do not cut — trace to source first. If aluminum wiring found: do not proceed — call lead electrician, document, notify customer before any further work.

6. Mount new panel; run new grounding electrode conductor
Mount new panel enclosure per manufacturer specs and AHJ requirements. Run new grounding electrode conductor (GEC) to the grounding electrode system. Inspect existing grounding electrode (ground rod, water pipe) before landing the GEC.

7. Land all circuits per label photos; verify wire gauge matches breaker size
Land each circuit to its corresponding breaker position per label photos. Before landing each wire, verify wire gauge matches the breaker amperage rating. Standard: 14 AWG = 15A, 12 AWG = 20A, 10 AWG = 30A.
→ If wire gauge doesn't match: do not land — upsize breaker if wire gauge allows, or replace wire. Never land 14 AWG on a 20A breaker. This is a code violation and a fire hazard.

8. Torque all connections per manufacturer spec — typically 40 in-lbs for 15-20A, 50 in-lbs for 30-60A
After all circuits are landed, torque every breaker terminal and lug connection using a calibrated torque wrench. Log the torque spec used on the work order. Do not estimate torque by feel — use the wrench on every connection.
→ If torque wrench is unavailable: do not proceed. Loose connections = arc flash and fire risk. This is non-negotiable. Stop work and retrieve the wrench.

9. Remove LOTO; restore POCO power; perform load test
Remove all lockout/tagout devices in reverse order of application. Notify all workers before restoring power. Once POCO restores service, turn on each breaker one at a time. Measure voltage at panel and at select outlets. Check voltage balance between legs (L1-L2, L1-N, L2-N).
→ If any breaker trips on load test: de-energize, investigate before re-energizing — do not reset and ignore. If meter reads voltage imbalance > 3%: call POCO, do not leave until resolved.

10. Final inspection — verify all knockouts sealed, panel cover installed, arc flash label affixed
Seal all unused knockouts. Install panel cover and directory card with circuit labels. Affix required arc flash hazard label to panel door (NFPA 70E requirement). Photograph completed panel interior and exterior before leaving. Confirm inspection is scheduled with AHJ.
→ If inspection fails: de-energize, correct deficiency, and re-schedule inspection. Never leave a panel without a cover installed — this is a code violation and a safety hazard.
