What Is a Job Hazard Analysis?

A job hazard analysis is a structured safety document that breaks a task into individual steps and — for each step — identifies the potential hazard, the likely consequence if that hazard isn't controlled, and the control measure your crew should follow. It turns the mental safety checklist your experienced workers run through automatically into a written procedure a new hire can actually follow.

JHAs are also called JSAs — Job Safety Analyses. The terms are interchangeable; different industries just use different terminology. Construction crews tend to say JSA. Manufacturing and general industry tend to say JHA. The form is identical regardless of which name you use. OSHA's guidance on hazard analysis applies to both General Industry (29 CFR 1910) and Construction (29 CFR 1926) — either way, a completed JHA satisfies the requirement to identify and control workplace hazards.

When You Actually Need a JHA (and When You Don't)

Always complete a JHA for these

  • ·Non-routine tasks — anything your crew doesn't do every day. Unfamiliarity = higher hazard exposure.
  • ·High-hazard work — heights, electrical systems, confined spaces, heavy equipment, hot work (welding, cutting), chemicals
  • ·Any task a new hire will perform — especially in the first 90 days. New workers have the highest injury rate. A JHA is the safety version of an onboarding SOP.
  • ·After a near-miss or incident — any time something almost went wrong, update or create the JHA before the next job.

Optional for routine, low-risk work

  • ·Simple repetitive tasks with no significant hazards — stocking shelves, light cleaning, standard admin work
  • ·Tasks your experienced crew has done hundreds of times with no incident history and no new conditions

OSHA requirement context

OSHA doesn't mandate JHAs by name, but both General Industry (29 CFR 1910) and Construction (29 CFR 1926) require employers to identify and control workplace hazards. JHA vs. JSA — What's the Difference?

Nothing. JHA (Job Hazard Analysis) and JSA (Job Safety Analysis) are the same document with different names. Different industries settled on different terminology over the decades — construction crews tend to call it a JSA, while manufacturing and general industry tend to call it a JHA. OSHA uses both terms and treats them identically. If your customer, GC, or insurance company asks for one or the other, the form is the same.

Use whichever term your industry uses. If you work across industries — say, an HVAC contractor who serves both commercial buildings and manufacturing facilities — pick one and be consistent. The content is what matters: task steps, hazards identified, consequences, and control measures. Whether the header says "JHA" or "JSA" doesn't affect compliance. Frequently Asked Questions

How often should you redo a JHA?

Every time the task, crew, or conditions change significantly. That means: new equipment on the job, different site layout, weather-related hazard changes, a new crew member performing the task for the first time, or after any near-miss or incident. At minimum, review and re-sign all active JHAs annually. A JHA that's more than 12 months old without review is a liability, not a protection.

Does OSHA require a JHA?

OSHA doesn't mandate JHAs by name, but requires employers to identify and control workplace hazards. 29 CFR 1910.132 requires a hazard assessment before mandating PPE. 29 CFR 1926.21 requires construction workers to be instructed in hazard recognition.
